forces; violations that have gone unaddressed and victims, survivors, and
communities who have never seen justice. That too demands justice.
My last offering is this. It is fundamentally important that the approach taken to
achieving justice not be driven and controlled by lawyers, bureaucrats and

politicians. People, the Afghan people, must be at the heart of the pursuit and
delivery of justice. Easily said, but so easily ignored and overlooked. Simple, but
vital. Justice belongs to the people.
